American Dams is a nonprofit 501(c)(3) organization committed to ensuring that dams across the United States are designed, operated, and maintained in a manner that protects public safety and the environment.

 We work alongside state and federal safety organizations and industry partners to promote practical, effective approaches to dam safety and regulation. Through education and outreach, we help raise awareness of the nearly 90,000 dams nationwide that support water supply, flood protection, renewable energy, recreation, and environmental benefits.

Our Comments on FERC’s NOI on Post-Licensing Amendments

American Dams submitted comments to the Federal Energy Regulatory Commission (FERC) in response to its Notice of Inquiry (NOI) on post-licensing activities and non-capacity amendments at hydropower facilities.

Our comments support a streamlined, common-sense approach that emphasize dam safety and environmental protections while reducing unnecessary regulatory delays. We call for clear definitions of “non-substantial” changes, improved use of blanket authorizations, and practical reforms to reduce amendment processing times.

These changes would help ensure that routine maintenance and non-capacity affecting upgrades proceed efficiently to benefit project safety, reliability, and ultimately the public.
